Last week at the International Water Association Water Loss 2026 Conference in Rio de Janeiro, Fabio Garzón Contreras, our Non-Revenue Water Senior Director, delivered two insightful presentations on key topics for improving water management and reducing NRW.
The first presentation introduced a book on the interpretation and analysis of data from District Metered Areas (DMAs), highlighting the importance of data-driven decision-making for water utilities. The book is the result of a two-year initiative by the IWA Water Loss Specialist Group (WLSG), for which Fabio served as co-leader and editor.
The second presentation focused on organizational capacity and the impact of organizational culture on NRW reduction projects. His message was clear: technical solutions alone are not enough—long-term success depends on people, processes, and organizational culture.

A valuable contribution to the ongoing conversation on efficiency and sustainability in the water sector.
